Hyderabad: It may take one more year for the 21 new districts in the Telangana State to find place in the records of the Union Ministries and the various departments and autonomous bodies attached to them.According to sources, the communications received from various departments and ministries and the information put on the public domain by them continue to mention that the State was still having only 10 districts.
Notification for the re-organisation of the 10 districts of Telangana had been issued on June 9, 2016 and the newly curved out 31 districts had been started functioning from October 11 of the same year. The State government had communicated the same to the Union Home Ministry in October of the same year for incorporating the necessary changes.
However, in the implementation of the Central schemes like Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) by the Union Ministry of Rural Development, only the erstwhile 10 districts were being mentioned, said a senior official from the Society for the Elimination of Rural Poverty (SERP)
Similarly, in case of other schemes like Telangana State Aids Control Society (TSACS), schemes being implemented under the National Health Mission (MHM) by the State Medical and Health Department continue to highlight only the old 10 districts.
“Project Directors monitoring various schemes under the NHM, Aids Control, TB Control and others continue to submit the progress reports and other data have been submit to the Central agencies following the geographical boundaries of the old districts,” said a senior official.
Speaking to The Hans India here on Monday, Additional Project Director TSACS Dr John Babu said that the changes had already been communicated after the formation of the State Aids Control Society to the National Aids Control Organisation (NACO), the apex organisation that monitors the implementation of the aids control schemes. We were told that the NACO had to make changes at the back end to their monitoring system and they were working on the same,” he added.
Apart from the Central government agencies, autonomous agencies like the Election Commission of India (ECI), Registrar of Companies, National Highway Authority (NHA) and others continue to follow the geographical boundaries of the erstwhile
districts.
This is resulting in almost all the communications, websites and maps of the Central government and national agencies reflecting only the 10 erstwhile districts of Telangana.
Clarifying on the issue, State Chief Electoral Officer Bhanwar Lal said, “We have taken steps following the new districts after their re-organisation. But, the data of the commission relating to the State in the public domain would reflect the changes only after the Union Ministry for Social Justice issues an official notification of the new administrative units,” he added.
