Hyderabad: Greater Hyderabad Municipal Corporation (GHMC) Commissioner RV Karnan held a meeting with representatives of registered political parties on Thursday on the de-novo preparation of electoral rolls for the Mahbubnagar-Rangareddy-Hyderabad Graduates’ constituency for the MLC election.

The Commissioner said the Election Commission of India (ECI) had issued the schedule for fresh preparation of the electoral rolls through its letter No. 322/LC/G&T/E-Roll/2027-BIEN, dated September 14, 2026.

As per the schedule, the process began with the publication of the public notice on September 28. The last date for submitting applications in Form-18 is November 6. The draft electoral rolls will be published on November 25, followed by a period for filing claims and objections from November 25 to December 10. The final electoral roll is scheduled to be published on December 30.

Officials clarified that electoral rolls for Graduates’ constituencies are prepared afresh before every election. Therefore, even graduates whose names are included in the existing electoral rolls must submit a fresh application in Form-18.

The constituency covers nine districts, with all 19 Revenue Divisional Officers (RDOs) designated as Assistant Electoral Registration Officers (AEROs). Tahsildars, GHMC Deputy Commissioners and the Chief Executive Officer of the Cantonment Board have been appointed as Designated Officers to receive physical/offline Form-18 applications along with the required documents.

To be eligible for enrolment, applicants must be Indian citizens, ordinarily residing in the constituency and graduates of recognised educational institutions. The qualifying degree should have been obtained at least three years before November 1.

Applicants are required to submit proof of graduation and proof of ordinary residence. Documents such as Aadhaar, EPIC, electricity bills or LPG connection details may be submitted as proof of residence. Submission of EPIC is optional for verification of ordinary residence.
