Judgements that shaped Public Service Commissions

Professor Srikrishna Deva Rao, Vice-Chancellor of the NALSAR University of Law, showcases the book released by PM Modi on Thursday.
Hyderabad: Prime Minister Narendra Modi has released a commemorative book on “100 Landmark Judgements: Shaping the Policies of UPSC and Public Service Commissions in India.”
The Book was a collaborative effort between the Union Public Service Commission and the NALSAR University of Law, Hyderabad, as part of the UPSC’s centenary celebrations at Bharat Mandapam in New Delhi.
The book highlights that public employment law sits at the intersection of constitutional and administrative law. It draws upon the guarantees of equality in Articles 14 and 16 and the framework of Part
XIV of the Constitution. The 100 judgements featured in the book tell the larger
constitutional story of how the values of equality, fairness and freedom from arbitrariness
are translated from constitutional text into administrative practice. The cases highlighted both the Union Public Service Commission and State Public Service
Commissions.
The book has been brought together by a dedicated research team at NALSAR which
worked in coordination with designated officers of the UPSC. It is divided into thematic
chapters and presented through disciplined case notes which set out the facts, the
issues, the decision and the ratio of each case, together with relevant provisions and
instructive passages from the judgments.
The book, therefore, looks beyond service law and demonstrates constitutional
governance in its most everyday and consequential form. This makes it equally
serviceable as a casebook for the classroom, a desk reference for the practitioner and a
research foundation for the scholar.
Professor Srikrishna Deva Rao, Vice-Chancellor of the NALSAR University of Law, said in the book’s introduction, “For NALSAR University of Law, this collaboration with the Union Public Service
Commission reflects our conviction that a university discharges its fullest purpose when
rigorous scholarship is placed at the service of public institutions.”
Professor Rao was also a panellist during a discussion on the Significance of Public Service.
