Hyderabad: The 145 acres of Bhoodan land at Ibrahimpatnam that has been mired in controversy still remains unsolved. Though it is more than two years since S K Sinha committee submitted a report to the government recommending a CB-CID inquiry into irregularities and criminal action against former chairman of Bhoodan Board, the issue is where it was and there has been no effort on part of the authorities either to look into the land scam.

The SK Sinha committee report found that former chairman of the board G Rajender Reddy floated many bogus organisations to violate Bhoodan rules to occupy 145 acres.

According to the report, Rajender Reddy formed a society in Saidabad of Ibrahimpatnam in the name of Vinobha Nagar Development Society on December 22, 2005. He then wrote a letter to the then chairman of Bhoodan Board C V Chary asking him to hand over 108 acres of Bhoodan land to them. On the same day Chary wrote a letter to MRO to make changes in the revenue records and give pattadar pass books.

Rajender Reddy also created a document stating that the Bhoodan Board had resolved in 1986 to give 108 acres to Vinobha Society. Interestingly in 1986, the society did not exist. Noticing this, Principal Secretary (Revenue) directed Deputy Collector M Venkateshwarlu to inquire about genuineness of Vinobha Society; whether the society existed in 1986; whether allotment was made with approval of the Board; purpose of the land allotted and whether the grant of land to the society was as per AP Bhoodan and Gramdan Act, 1965.

It has been found that the inquiry was done by another Deputy Collector by name O J Madhu and not by M Venkateshwarlu. But the inquiry report is not available in the file.

Rajender Reddy then hit upon another idea to regularise the illegal act. Claiming that he was owner of the land by virtue of being the Director of Vinobha Nagar Development Society, Reddy sold 50 acres of land at Rs 3 lakh per acre to five persons: M Ambadas, K Srinivas Reddy, B Sriramulu, V Srinu and Bhogaraju on June 12, 2008. He made Rs 1.5 crore from the deal.

On August 8, 2008 the five persons who bought the land sold it to Kamadhenu dairy of which Rajender Reddy is the Mananging Director. In this way he tried to regularise the illegal deal.

Of the remaining 50 acres, he leased out 35 acres to SVS Rytu dairy which is owned by his son on January 24, 2009. However, the lease document did not mention the number of years for which the lease was given. The remaining 15 acres was given away on lease to Gopal Goshala trust run by one Tulasi Ram till 2038.

All these activities are in gross violation of the Bhoodan rules. As per rules no Bhoodan land can be sold or given on lease nor can any commercial activity take place on that land. There can be hereditary rights on land but cannot be sold. It should be used for agriculture and related activities only.

Exposing all these irregularities, S K Sinha committee recommended criminal action against C V Chary chairman of Bhoodan Board and said that CB-CID probe be taken up. He also recommended that the government take back the 150 acres.
