Despite the information already provided by the accused as well as the police officials during the magisterial enquiry, Water Board Managing Director M Dana Kishore has failed to take action in this regard.

No action has been taken against the officials whose negligent attitude, in a way, responsible for the death of three sanitary workers and another person. They died on August 13 last year while completing the laying of 500mm sewer main at Ayyappa Society, Madhapur.

As per the reports submitted under Magisterial Enquiry held before the Rangareddy district Joint Collector-I Rajat Kumar Saini, General Manager (GM) D Sudarshan, Deputy General Manager (DGM) Engineering wing (E) P Srinivas Reddy, Manager Engineering wing (E) P Vidya Sagar and Sub-contractor P Loka Reddy were among the HMWS&SB officials who were responsible for the deaths of the workers. Pallapu Srinivas, Varapu Nagesh, Pallapu Satya Narayana along with Nalgonda Gangadhar died due to suffocation in the incident.

As per the enquiry, GSK Infrastructures Private Limited, which had under taken a contract for laying 500mm sewer main from Ayyappa Society to Durgam Cheruvu via Vikram Hospitals, was put under blacklist by HMWS&SB two months before the incident for the death of a sanitary worker Motilal Yadav in the manhole.

Despite instructions not to entrust any further work to GSK Infrastructures, Loka Reddy executed and almost completed the sewer pipeline laying work under unauthorised work orders by the infrastructure company.

D Sudarshanam (GM), while aware of four illegal sewer connections in the area, instructed Loka Reddy to go ahead with removing dummy wall from the pipeline through the manhole. Report further states that turbid sewerage water and poisonous gases on the other side of the wall due to the illegal connection are responsible for the death of the workers.

P Srinivas Reddy DGM (E) was held responsible for the illegal sewerage connections in the area. P Vidya Sagar, Manager (E) was aware of the unauthorised involvement of sub contractor Loka Reddy which is against the rules of HMWS&SB and hence was held responsible. Loka Reddy was arrested and remanded to judicial custody while no action has been taken yet on the above mentioned officials. When queried about the issue, Water Board MD said that he was still waiting for the reports and explanations from the officials.
