​Three-Day CBP Programme for Ward Officers Concludes

Hyderabad: The Commissioner and Director of Municipal Administration (CDMA), in coordination with the National Institute of Urban Management (NIUM), successfully organised a three-day intensive Capacity Building Programme (CBP)on Sanitation and Solid Waste Management (SWM) for Ward Officers across Telangana. The workshop took place from September 21 to 23 at the Regional Centre for Urban & Environmental Studies (RCUES), Osmania University.

​Under the guidance of Dr T.K. Sreedevi, Secretary, Municipal Administration & Urban Development (MA&UD), the programme focused on building technical and operational capacities among frontline municipal personnel. Emphasising the state's vision, Dr Sreedevi highlighted that robust urban sanitation systems and efficient infrastructure are vital to safeguarding public health and improving overall citizen satisfaction.

The programme focused on key areas, including the Solid Waste Management Rules, 2026: a comprehensive orientation on the new regulations effective from April 1, 2026.

​This programme was organised in line with national initiatives, including alignment with Swachh Bharat Mission–Urban 2.0 (SBM-U 2.0).

​It covers field operations related to training on door-to-door waste segregation, collection optimisation, route planning, and field supervision. It also covers processing & sanitation, including solid waste processing, resource recovery, and faecal sludge and septage management. It also focuses on sanitation worker safety and dignity under the national NAMASTE initiative, and on digital tools for implementing GPS tracking, MIS platforms, and interactive dashboards.

The programme organisers said that, recognising ward officers as pivotal field officials, the Municipal Administration Department aims to extend this intensive training to all Ward Officers across 132 Municipalities/Municipal Corporations (outside ORR) in the State in sequential batches. The active involvement of these officers in day-to-day SWM processes is expected to drive a transformative shift in Urban Local Bodies (ULBs) and significantly enhance the quality of life in urban areas.

Dr Nagesh, Director, RCUES, J. Srinivasa Rao, Regional Director of Municipal Administration (RDMA) and V. Venugopal, Director, NIUM, attended the concluding valedictory session and said that the key outcome of this initial training batch—which comprised 40 Ward Officers—was the preparation of Ward-level Sanitation Improvement Plans, enabling participants to immediately translate training into practical actions tailored to their respective municipalities.
