The students of English and Foreign Language University (EFLU), Hyderabad, have approached the Minister for Human Resource Development MM Pallam Raju on Thursday to take up the issue of illegal pay to one professor and appointment of one person to six different posts at the university. They claimed it was a violation of the rules.
The students alleged that ignoring the CAG report on the financial irregularities, Professor Syed Sayeed of department of Aesthetics and Philosophy was given a basic pay of Rs 43,000, a hike from Rs 37,400 and grade pay of Rs 10,000 in pay band 4. “At the time of his appointment as associate professor in the university, he was awarded basic pay of Rs 37,400 as per the rules. As he wasn’t satisfied with the amount he was drawing, he demanded a basic pay of Rs 43,000. His demand was rejected by earlier vice-chancellors, but the present vice-chancellor Sunaina Singh took the decision and gave an increment,” Satish, President, Telangana Students Association, lambasted him in a press meet held in the campus on Wednesday.
Citing the increment as illegal, the students said the report by principal accountant general (audit .I) for year 2010-211 to university clearly mentioned that university has to take necessary action to rectify the defects pointed out in the report including the issue of the professor. “No section in the university is ready to raise these irregularities in the campus. When we raised the issue of Rs 10 crore scam by the university officials, non-net fellowship amounts of a couple of students were cancelled for two months as punishment,” said Satish.
Apart from increment pay scale, students also alleged that professor Sayeed holds six different posts (Registrar, Finance Officer, Nodal Officer, Dean, Head and Principal Advisory to the VC). “Registrar and finance officer are two pillars and independent authorities of the university. Former Registrars and finance officers quit as they couldn’t oppose illegalities. Prof Sayeed as Registrar-cum-finance officer can issue orders and stop fellowships to students,” said Mohan, President, Dalit Adivasi Bahujan Minority Students’ Association (DABMSA).
"I am paid as per the UGC norms and am not getting any additional perks from the University. Students are leveling charges against me for political reasons,” said Prof Sayeed over the phone. The posts are temporary, he said, while adding, “Within a few days, a new Registrar and financial officer will be appointed as per the rules".
In a letter to Pallam Raju, students demanded cancellation of extension of illegal pay to Prof Sayeed, remove him from the posts of Registrar officer and Nodal officer immediately, issue instruction to vice-chancellor to appoint the Registrar and financial officer through an open
advertisement.
