AP Chief Minister Chandrababu Naidu  at a meeting with Ministers and officials  on FridayHyderabad: The Andhra Pradesh government has announced an ambitious mission to make the State an Information Technology hub on the lines of Silicon Valley in the United States by the turn of 2020. Some key decisions were taken in this regard at the Cabinet meeting held here on Friday.

Minister for Information Technology Palle Raghunadha Reddy said the IT policy was part of the blueprint document, named “Reimaging Andhra Pradesh Role in e-governance, Electronics and IT.”

The plans aim at attracting investment worth Rs 12,000 crore in the IT sector and Rs 30,000 crore in the electronic sector. The two sectors together are estimated to help create five lakh jobs by 2020. He said 18 policies had been formulated, consisting of three missions viz IT, e-governance and innovation and capacity building. The mission also was aimed at making one member of every family in the State IT literate and converting all villages into gigabite digital villages' the Minister said.

Reddy said mega IT hubs would come up at Visakhapatnam and IT hubs at Vijayawada, Kakinada, Tirupati and Anantapur with a concept of “walk to work and cycle to work concepts.” The IT towers, parks and IT zones would be developed on transparent private public partnership ( PPP) mode.

On the key factor of land allotment, the Minister said a rebate on the land cost would be provided to investors at the rate of Rs 60,000 per employee to the mega project and Rs 40,000 per employee for other projects.

An effective and high powered single window system would be created for granting approvals and clearances. Approvals would be given in our weeks and the proposals can be deemed approved, if there was no communication within timeframe , he added.

Power subsidy at the rate of 25 per cent would be given on power bills consumed by MSMEs with a maximum of Rs 30 lakhs for three years and 50 per cent for SC, ST and women entrepreneurs with a maximum of Rs 50 lakh in five years.

The Minister said additional incentives would be given to the SC, ST and women groups with 15 per cent reservation in build-up space, 25 per cent investment subsidy on fixed capital with a maximum limit of Rs 25 lakh. The turn key projects with an outlay up to Rs 50 lakh would be reserved for rural IT companies, the Minister added.
