New Delhi: President Pranab Mukherjee paved the way for the removal of irritants in the AP Reorganisation Act by issuing an Order on Thursday allowing both delimitation of the Legislative Council segments (both from local bodies and MLAs quota) and also to redefine some of the Assembly segments of the erstwhile Khammam district. This Order called the Andhra Pradesh Reorganisation (Removal of Difficulties) 2015 Act comes into force immediately.

  • EC asked to allocate 14 seats instead of existing 11 to TS under Local Authorities Constituencies
  • One seat cut under MLAs quota from 15 to 14

Following this, the Union Home Ministry has asked the Election Commission to undertake the exercise and allocate 14 seats to Telangana under the ‘Local Authorities Constituencies ‘instead of the 11 existing ones. Likewise, under the MLAs’ quota, the number of constituencies would come down to 14 – i.e., one less from the 15. The notification became necessary following a query of the Election Commission to the Home Ministry in this regard. The Home Ministry had sent a note to the President seeking his assent to the exercise.

The exercise was necessitated by the bifurcation of the Bhadrachalam Parliamentary constituency of Khammam District in the State Reorganisation process last year. Accordingly, the seat held by K R Amos so far would cease to exist and shall not be filled up under the MLAs quota. The rest of the six seats would be filled up (that of D Srinivas, N Rajalingam, Peer Shabbir Ahmed, B Lakshminarayana, B Venkateswarlu and K Yadav Reddy, whose tenure ended on March 29, this year).
