In a letter to Modi, Rao pointed out that the capital city was being planned on flood plains and environmentally sensitive areas. The land acquired for the capital contained not just agricultural land but also wet land. The area was prone to submergence during floods to the Krishna river.

In view of the recent Chennai experience, Rao suggested careful assessment of the environmental issues involved in the capital location with which Chief Minister N Chandrababu Naidu was rushing through despite caution from well-meaning intellectuals. He said the area chosen could turn out to be a disaster for the people in future because it could not only turn out to be an ecological disaster. Other issues involved were the fate of the fertile lands and food security, he added because the agricultural fields were yielding three crops in a year.

The state bodies had no right to give clearances to the capital city plans and the Centre needed to thoroughly review the entire project. He appealed to him to get the right agencies to assess the safety and environmental features and advise the state government now itself. He was neither opposed to the capital city plans nor the location. But what was primary was to prevent a disaster in the making, he added.
