Cops spending 85% of duty hours in bandobust

Ongole: In 2015, the Prakasam district police personnel have spent 85 percent of their duty hours just for law & order and security for VIPs and assets, revealed the self study done by the department officials.

There are 1976 civil, 811 armed reserve and 713 home guards working in the police department of Prakasam district. These total 3,500 personnel spent 20,08,12,850 man hours in bundobust in 2015. On an average, every officer attended 57,375 hours of duty for providing protection to the officials, politicians, public representatives and stood guard in protests and lay siege programmes by different organisations. This can be calculated as 6.8 hours of eight hours duty or 85 per cent of duty hours daily, the police personnel were utilised for bundobust only.

In 2015, about 2,603 agitations like dharnas, lay siege, rallies, bandh, rasta roko, effigy burning and others were organised at various places of Prakasam district. About 580 programmes were carried out in the district headquarters and most of them near Collectorate in Ongole. For these agitations, the department deputed 20,381 personnel who spent 5,944 hours on average per head. As there were a number of VIP visits occurred in the district, 15,375 police personnel served an average of 3,961 hours per head in bandobust duty. For the fairs and festivals, 2,748 personnel spent an average of 212 hours per head in keeping the law and order. For the major incidents planned in other districts, 7,185 personnel extended their services for 12,648 hours on average per person.

When most of the police personnel were busy with the bundobust duty, the number of reported crimes was increased. The number of reported crimes against the women increased to 916 in 2015 from 906 in 2014 and property crime increased to 999 in 2015 from 901 in 2014. Similarly, the reported crimes against the SC/STs increased to 184 in 2015 from 165 in 2014. But, there was considerable amount of decrease in the bodily crime when compared to 2014. There are 2,815 bodily crimes reported in 2015 when the number was 2,987 in 2014. In 2015, there was an increase in number of fraud cases reported, but the amount involved in the crime was reduced. In 2014, 35 cases were booked for fraud of Rs 35.50 crore, but in 2015, 42 cases were reported for fraud of amount Rs 15.53 crore.

When coming to the accidents, there were 496 fatal and 765 non-fatal accidents reported in 2014. In 2015, the total number of accidents was not much changed, as there were 486 fatal and 810 non-fatal accidents reported. As many as 541 persons died in those accidents.
Ch Srikanth, the Superintendent of Police for Prakasam district said, “We are taking utmost care to curb crimes in the district. There is no major law and order problem or serious crimes reported in the district in 2015. Our staff received appreciation from the higher authorities for the service they rendered in major incidents of state like Amaravati foundation ceremony and Mahasankalpam events and others. We reduced fatal accidents on national highways by 10 percent by using three patrol vehicles and an interceptor vehicle on NH16, along with 24x7 vehicle checking at the four checkposts in the district. As the cyber crime was also reported in the district, we strengthened the number of personnel in cybercrime department and trained them at sub-division level. We have successfully launched iClik centres in Ongole and planning one at Markapuram.

These centers won the faith of public who otherwise cannot report, and motivated them to come forward to report the atrocities and crime done against them. The women police station set up one year ago also gave enough strength to women to come forward to book cases against the culprits.”

When the crime was reviewed in the district, performance of police won appreciation from a majority of the public and officials. They received applause when they throw the culprits involved in fake pattadar passbook scam, fake way bills scam, fake notes scam and extending a helping hand for students of EAMCET when the RTC busses were on strike etc.

But the public and seniors of the department were also shocked when the enquiries in train robbery led to and found guilty of Samay John Rao, OSD of Markapur. The police also unearthed that a murder was reported as an accident at Giddalur by a head constable, whom the SP suspended later.
