Hyderabad: A division bench of the High Court at Hyderabad on Thursday was not inclined to pass any fresh orders in a plea against organising cock fights, following an undertaking given by the Andhra Pradesh government that it will not allow cock fights in any part of the state during the Sankranthi festival season this year.

The bench directed the AP Government to ensure that its submission of preventing cock fighting with betting be implemented in letter and spirit. The bench comprising Acting Chief Justice Dilip B Bhosale and Justice S V Bhatt was hearing a petition by N Jagadish Kumar, a native of West Godavari district, against organising cock fights with betting during Sankranthi festival particularly in West Godavari and East Godavari districts of AP state.

The petitioner alleged that despite the court orders, the police authorities have failed in preventing the cockfights with betting in AP state. In the past, the court directed that the decision taken by the AP government to prevent cock fighting with betting has to be implemented meaningfully.

On Thursday, the counsel filed an affidavit submitting that the government has already issued a circular directing the district police superintendents concerned not to allow cock fights this year also.

The AP government, in its affidavit, submitted about the steps being taken to prevent cock fights such as identifying the organisers of cock fighting and gambling, blacksmiths who manufacture knives and those who tie knives to the cocks, cock breeders and bind over of all the offenders involved in these activities.

Nearly 1,347 persons were identified as the organisers of cockfighting and gambling. Besides, wide publicity was given through media against cock fighting and gambling. After considering the submissions of the government, the bench directed the state to ensure that the above steps be duly implemented.
