A division bench comprising Acting Chief Justice Dilip B Bhosale and Justice P Naveen Rao gave this direction on Monday, while hearing PIL petitions on the issue. It expressed disappointment at the lack of action on the part of governments despite its earlier order to issue circulars to the schools directing them to implement the Act.

It also commented that most of the private schools were not implementing the 25 per cent quota for the economically poor because they wanted to collect donations, which the poor cannot pay. Both the governments' counsels told the court that they would issue the circulars shortly.
