New Delhi: The sub-committee constituted by the Union Home Ministry to resolve issues falling under Schedule 9 and 10 of the AP Reorganisation Act, 2014, held a meeting of the officials of the two States here on Friday. Finance secretaries of the two Telugu States of Telangana and Andhra Pradesh, Ramakrishna Rao and Premachandra Reddy, attended the meeting along with the resident commissioners of the two governments, Shashank Goel and Anil Singhal at New Delhi.

This was the second such meeting held to resolve the disputes. Additional Home Secretary, Dileep Kumar chaired the meeting and advised the two governments to sort out as many matters as possible regarding assets and liabilities between themselves, while assuring the two governments of full help from the Centre as and when required.

In all, 90 institutions fall under the 9th Schedule and 107 training centres and institutions fall under the 10th Schedule of the Act. Though not all of these are contentious ones, a few have become so and both the States have taken recourse to take legal action as in the case of State Higher Education Council.

The Sheela Bhide Committee, tasked with division of assets between AP and Telangana, gave instructions to 31 corporations and companies under Schedule IX to complete their audit of accounts on a war footing, prepare de-merger proposals and submit them to the committee by August 15 last year itself. Of the government companies and corporations included in the IX schedule of AP State Reorganisation Act, the committee submitted reports for 59 companies.

The committee reviewed the progress made by the balance 31 public sector undertakings in the past. Committee chairperson Sheela Bhide then noted that the delay was mainly due to delay in completion of audit of accounts of these corporations. In the case of organisations like AP Dairy Development Corporation, AP Dairy Development Co-operative Federation, APSRTC and others, the State government addressed a letter to Ministry of Home Affairs regarding the definition of ‘Headquarters’ and the issue of ‘Common facilities’.

The 31 companies that were yet to complete their audit of accounts included AP Central Power Distribution Company, AP Foods, AP Girijan Co-operative Corporation, AP Industrial Development Corporation, APSRTC, AP Generation Corporation, Transmission Corporation of AP Ltd., AP State Housing Corporation, AP Housing Board, AP Rajiv Swagruha Corporation Ltd and AP State Warehousing Corporation. These were also brought to the notice of the Home Ministry as disputed by the AP government.
