New Delhi: Madabhushi Sridhar on Friday took the oath as Information Commissioner in the capital. He was administered the oath of office by the Chief Information Commissioner, Deepak Sandhu.
Prof. Sridhar said corruption was shrouded in secrecy. If secrecy is ended, corruption will end automatically, he believes. He agreed on the need for early disposal of RTI applications. He said while 30 days time-limit for disposal of RTI applications was understandable, any delay beyond that needed to be expedited.
Sridhar was professor of law at National Academy of Legal Studies and Research (NALSAR) University of Law at Hyderabad till November 20, which he resigned to take up the post of Central Information Commissioner in the national capital. He is a media law researcher and wrote four books on Right to Information Act.
He was a resource person to explain the dynamics of Right to Information to Information Commissioners in programmes organised by the National Law School of India, Bengaluru, and Centre for Good Governance. He engaged many sessions at the Administrative Staff College of India (ASCI) in Hyderabad.
Earlier in the day, Prof. Sridhar called on Union Minister of State for Personnel V Narayanasamy, who is the nodal minister for the CIC. The minister told Sridhar how impressed he was with his resume. Sridhar had done research in Right to Information (RTI).
Others appointed as Central Information Commissioners are M A Khan Yusufi, a former Joint Secretary in the Law Ministry; Yashovardhan Azad, an IPS officer who had a long stint in the Intelligence Bureau before joining as Secretary (Security) in Cabinet Secretariat; Indian Foreign Service officer Sharat Sabharwal; and Manjula Parashar, a 1975-batch Indian Postal Service officer, who also held the position of Secretary in the Department of Posts.
Some of his books are: Right to Information, Nirbhaya Act, Legal Language, Law of Expression, and Alternative Dispute Resolution. Prof. Sridhar was given the Best Teacher Award by the Andhra Pradesh Government in September this year. A double post-graduate with LLM, and MCJ (Journalism) from Osmania University, Madabhushi won 5 Gold Medals in all.
He wrote extensively in The Hans India and other dailies and presented various legal awareness programmes on popular TV channels like HMTV. His Bhoomi Kosam programme on HMTV has spread awareness about land rights in Andhra Pradesh.
For ILO, he studied the status of Contract Labour in Andhra Pradesh in 2008. Sridhar is also associated with the efforts of the National Commission for Protection of Child Rights in evolving recommendations on education of children to abolish child labour.
