The State Governments concerned are primarily responsible for undertaking necessary relief, rehabilitation and reconstruction measures in the wake of natural disasters including flood. The Government of India supplements the efforts of the State Governments by providing financial and logistics support, as and when necessary. 

The State Governments concerned are primarily responsible for undertaking necessary relief, rehabilitation and reconstruction measures in the wake of natural disasters including flood. In order to support the affected people of Uttarakhand, the Government of India released an amount of Rs. 145 crore from SDRF to the State on 20.06.13 to enable relief and restoration works. In addition, the GOI has released an amount of Rs. 546.306 crore from the NDRF to the State Government for management of relief necessitated by notified natural disasters in the affected areas during 2013.

Regarding rehabilitation of people, who are affected by the natural calamities including flood, this has to be undertaken by the concerned State Government from its own resources/ Plan funds and in accordance with the rehabilitation policy of the State. The State Government through its established channels of administration monitors progress of the rehabilitation projects and construction work including supervision of project completion timelines. Information on completion of rehabilitation and reconstruction work is not maintained centrally.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in written reply to a question by Smt. Jaya Bachchan in the Rajya Sabha today.
