The Central government’s ambitious health insurance - Medicare got approved on Wednesday. The health insurance which targets nearly 11 crore poor families, is a portable scheme to be availed anywhere in India. Modicare is expected to become effective latest by October.

No cap on family size and age will be included whereas payments will be on package rates.

Announced earlier this year in the budget, the scheme will provide Rs 5 lakh insurance cover per family and likely to extend over time into a universal programme for all citizens.

The benefits of the scheme include portability, defined transport allowance per hospitalisation, beneficiary allowed cashless benefits.

Beneficiaries will be availing a cashless, paperless transaction.

Though not confirmed yet, the premium amount to be paid by the Centre and states was estimated at about Rs 1,200 per family on package rate.

States will have a health agency and can implement the scheme through an existing trust, society or non-profit state agency while an Ayushman Bharat National Health Protection Mission governing board chaired by the Union health minister will oversee at the Central level.

The scheme is set to target around 10.7 crore households or about 40% of the population. With the in-patient hospitalisation expenditure rising to nearly 300% in the last 10 years and more than 80% of the costs being met by out of pocket funds, the programme was considered necessary. In order to cover the expenses, rural and urban households are increasingly dependent on income and borrowings.
