The Municipal Sahakar Mazdoor Union (MSMU), affiliated to INTUC, on Monday lodged a complaint with the Labour Department against the Greater Hyderabad Municipal Corporation (GHMC) accusing the latter of violating the provisions of Labour Laws on contract workers.

Hyderabad: The Municipal Sahakar Mazdoor Union (MSMU), affiliated to INTUC, on Monday lodged a complaint with the Labour Department against the Greater Hyderabad Municipal Corporation (GHMC) accusing the latter of violating the provisions of Labour Laws on contract workers. “GHMC management is not implementing the statutory provisions of Contract Labour (Regulation & Abolition) Act, 1970 on outsourcing the services of Health and Sanitation to contractors and agencies.

Section 7 of Contract Labour (Regulation & Abolition) Act, 1970 says that the establishment should be registered with the Labour department for outsourcing the services and Section 12 of Contract Labour states that the contractors, agencies and sanitary workers group registered under Society Act should obtain labour licence from the Labour department, which is mandatory,” Union’s Additional General Secretary Adil Shariff said in his complaint lodged before the Joint Commissioner of Labour Department.

Stating that the contract system started in the Municipal Corporation of Hyderabad in the year 1996, he said there were more than 29,100 contract workers working under Health and Sanitation wing. Since then, the statutory provisions of the Labour Act have not been followed by the GHMC management. Despite having vacant post, the GHMC is posting the Class IV employees to work as Asst Bill Collector. The Union requested the Joint Commissioner of Labour to admit the issue into conciliation and settle the grievances as per Law.
