Hyderabad: Describing the Telangana State budget as ‘most unrealistic and misleading”, BJP floor leader Dr K Laxman alleged that the Government had failed to satisfy a single section of the people.

Participating in the discussion on budget in the Telangana Assembly here on Saturday, Laxman pointed out that it was not proper for the Chief Minister K Chandrasekhar Rao to describe the State as second richest next to Gujarat. “I don’t know as to how the Telangana State would stand as rich State where 70 percent of the people come under Below Poverty Line (BPL)”, he said. He also found fault with Finance Minister Eatala Rajender for not thanking PM Narendra Modi, who had enhanced the State’s share from 32 percent to 42 per cent from the Centre, while KCR described Modi’s decision as “brave”.

Reacting to Laxman’s allegation, Eatala said that the CM never said that Telangana was a rich State. What the CM had said was that the State was not a backward State but was forced to remain a backward because of the previous Andhra dominated governments. Laxman said he would stick to his allegation against the Chief Minister as the State budget failed to infuse confidence among farmers, who were committing suicides unabated. Alleging that over 50 percent allocation of budget to non-plan was an unhealthy practice, Laxman said the government prepared “imaginative” budget.

Intervening, Panchayat Raj Minister K T Rama Rao said the Centre’s decision affected his Ministry badly. He said the Centre enhanced the share of the State from 32 percent to 42 percent but at the same time it reduced the allocations to the schemes like ICDS, Sarvashiksha Abhiyan, BRGS and so on.

He urged Laxman to use his good offices with the Centre in getting more funds. Finding fault with allocations to the Education sector, Laxman said the prestigious Universities like Osmania and Kakathiya were suffering from lack of funds.

“The Government failed to give importance to education sector. Universities are not in a position to pay staff salaries”, he lamented.
