If the government implements the decision, it will benefit those employees who have opted for Andhra Pradesh also. The government, through GO number 695, took the decision to lift ban on promotions, appointments, transfers, revision of seniority and change in terms and conditions of employment since division of employees through Kamalanathan Committee was getting delayed.

Employee leaders initially were in favor of biding time until staff division formalities were over. Telangana employees were of the opinion that promotions would be given to staff from the region working in various departments. However, what baffled them was the enthusiasm of a few top officials to implement the GO in their respective departments.
