OU says no permission

Hyderabad: With barely ten days to go, the contest of G Vinod Kumar who is supported by all the Left parties in Warangal Lok Sabha by elections has taken a new twist.

Osmania University announced that it was rejecting permission to the assistant professor to contest the elections. But on the same day, the High Court granted Vinod Kumar permission to contest the elections.

Justice P Naveen Rao was dealing with a petition filed by Vinod Kumar. The university vice chancellor in his petition said senior counsel Sarasani Satyam Reddy appearing for the petitioner informed the court that the University Grants Commission (UGC) had issued a circular DO No. F.1-113/73 (CPP), dated March 6, 1987, to all the vice-chancellors permitting teachers of university to contest elections.

The university had on Sept 22 informed him that there would no objection to his contesting the election as an independent candidate subject to approval of Executive Council of the varsity.

Prof Vinod was also told by the university authorities to avail leave on loss of pay for the entire period of election campaign and also for the entire period of his tenure if elected.

Subsequently, Vinod applied for grant of leave. However, the authorities rejected his leave application besides ordering him not to leave headquarters without prior permission. In this backdrop, Prof Vinod moved the High Court on Saturday.

Special Government pleader appearing for the respondent-university urged the court to give time to file counter. He said that provision of Rule 16 of Osmania University Conduct Rules was misunderstood. He also submitted that UGC instructions were not in force. While posting the matter to November 23, the court issued directions to respondent-university not to take any coercive steps against the petitioner.

Speaking to The Hans India, Prof Vinod accused the TRS-led State government of trying to sabotage his right to contest the election.

In the meantime some students affiliated to All India Students Federation and Telangana Vidyadharthi Parsishad Nava Nirman staged a protest at the university administration building and demanded that notices served on Vinod be withdrawn.

When contacted O U Registrar, Prof E Suresh Kumar late on Monday night told The Hans India that the university had not given permission to Vinod to contest the by elections. He further said Vinod sought permission to contest the election but did not mention whether it was on a particular party ticket or as an independent candidate.

“As per the university rules, one can contest for the graduate constituency of the legislative Council but not for theAssembly or Parliament,” he said.--
