Khammam: The round-table meeting, which discussed ‘Dalits – Budget’ under the aegis of Kula Vivaksha Vyatireka Porata Sangham (KVPS) wanted defects in the SC and ST Sub-Plan to be rectified before it was implemented in toto. KVPS district general secretary Nandipati Manohar, who presided over the meeting here on Monday, said: “The implementation of the Act is in limbo as the successive governments failed frame rules.”

He said that despite the passage of two years since the Sub-Plan came into existence, the governments have failed to implement the Act. Moreover, the governments are diverting the budgetary allocations meant for SC and ST Sub-plans. He found fault with the TRS government for cutting 7 percent in the Sub-plan funds in the name of projects and basic infrastructure.

He demanded the government to form a committee to supervise whether the Sub-plan funds are utilised properly or not. Though the State government shows hundreds of crores of rupees in the budget for SC and ST Sub-plans, not even 20 per cent of the funds were not spent for the welfare of the marginalised sections, he alleged.

Referring to the TRS’ poll promise of distributing 3 acres to each Dalit family, the other leaders who participated in the debate, accused the government of betraying the SC and STs.
