Though two years have passed since Telangana State government had sent proposals of Rs 1600 crore for development of road network and infrastructure in four naxal affected districts-Warangal, Karimnagar, Adilabad and Khammam, so far the Centre had not released any funds though they are Centrally sponsored programmes.

Though the State government had forwarded proposals in 2015 seeking funds to develop road network and construct bridges in the villages of the naxal affected districts to the Ministry of Road Transport and Highways, the Centre has been dilly-dallying the issue of release of funds.
What is more disappointing is that the Central government had not even responded to the repeated reminders sent, according to official sources.
It may be mentioned here that the LWE scheme was originally launched by the previous Congress led UPA government and the BJP led NDA government brought some minor changes in the execution of the programme.
NITI Aayog is implementing Additional Central Assistance (ACA) for the LWE affected districts and Road Requirement Plan (RRP-I) is being implemented by the Union Ministry of Road Transport and National Highways. The two major developmental schemes focus specifically on the LWE affected districts.
Officials of the state Roads and Buildings Department told The Hans India that Detailed Project Reports (DPRs) have been sent to the Union ministry in 2015-16 and had also updated the report for 2016-17 for the release of funds but so far no positive communication has been received from the ministry. A senior official said the Centre has already released funds to Jharkhand, Chattisgarh and Bihar last year but TS had got nothing.
The scheme covers 76 districts in the 10 LWE affected States – Andhra Pradesh (4 districts), Bihar (11), Chhattisgarh (14), Jharkhand (17), Madhya Pradesh (10), Maharashtra (4), Odisha (18), Telangana (04), Uttar Pradesh (3) and West Bengal (3).
TS government has prepared plans to connect all the naxal infested villages and agency areas with all urban areas on the stretch of nearly 2000 km in the LWE districts aiming to root out the menace of extremism. Government wanted to upgrade all roads as double lanes in mandal head quarters and connect them with naxal affected villages.
Protracted delay in releasing funds hampered the development programmes taken up by the government in the state, officials said.
