​Hyderabad: Political compulsions may force Chief Minister K Chandrashekar Rao to delay the announcement on the formation of new districts before the much-hyped deadline of Dasara.

The giant exercise taken up by the Telangana government for the creation of new districts is facing too many hurdles as the official machinery is grappling with several challenges, according to political observers.

They said the division of employees, demarcation of borders between new and old districts, segregation of Assembly constituencies, inclusion and deletion of new mandals and equitable distribution of natural assets had become major hurdles for the creation of these new districts forcing the government to take up the formation of new districts in phases.

Revenue department officials said the formation of new districts has turned out to be a ‘damp squib’ as many issues were yet to be sorted out and pending at different levels in different departments.

Creation of new mandals and revenue divisions and inclusion of them in the districts was still pending. The authorities were clueless on the inclusion of some existing Assembly constituencies in the new districts.

In some cases, mandals in a particular Assembly constituency is distributed among two or three districts. This has been strongly opposed by local ruling TRS leaders fearing losing their political hold, particularly in Warangal, Adilabad and Karimnagar districts.

Apart from the distribution of employees, the other major challenge is demarcation of boundaries. In Hyderabad and Ranga Reddy districts, the demarcation of boundaries emerged as a major problems. Local people representatives were strongly opposing shifting their strong hold areas in other districts.

The government was planning to create five districts out of Hyderabad and Ranga Reddy districts. The demand for new districts from the political parties also hindered the process in some areas like Jangaon in Warangal and Gadwal in Mahbubnagar.

Taking serious note of the hurdles, the government has reportedly taken a decision to announce only a few new districts on the auspicious day of Dasara. The others would be declared after addressing all the contentious issues.

However, a decision in this regard would be taken by the Chief Minister after holding an all-party meeting. The government has reportedly decided to create 14 districts in addition to the existing 10 districts for the administrative convenience. A notification to seek public opinion on the formation of districts would be released in two weeks, sources said.
