Hyderabad: Pending official division of the erstwhile RTC, the TSRTC is finding it difficult to take major decisions concerning its assets as approval by the board is mandatory. In order to play it safe, the officials are using the provision of ‘Pending for Approval’ with regard to all such decisions.

The corporation was divided as per administrative convenience on May 13 last year, but it has not been divided officially. The Centre has to issue a notification for official division of the corporation

According to officials, any decision taken by the RTC is subject to the approval of the board. However, these days the officials are writing ‘Pending for Approval of Board’ on files relating to important decisions.

The TSRTC is unable to take decisions on the assets of the corporation as the division of assets is the bone of contention between Andhra Pradesh and Telangana. The Telangana trade unions argue that these assets have been in existence from the Nizam’s period and hence cannot be shared. The Andhra Pradesh trade Unions say that they should be shared in the ratio of 58:32 as per the AP Reorganisation Act.

The TSRTC has been looking at ways and means of generating revenues also from sources other than transportation. The exploitation of assets was one of the means planned by the corporation officials. The corporation proposes to lease out petrol bunks and this requires land, but the issue is being considered by the Sheila Bhide Committee.

The contentious assets include Bus Bhavan, Kalyana Mandapam, Transport Academy land, Tarnaka hospital, Miyapur bus body building unit and others. The Telangana unit says that only four properties were acquired after APSRTC was formed and AP cannot ask share on all the assets.

The TSRTC officials wrote a letter to the Centre on the difficulties being faced by the corporation and wanted the government to take decision on this. However, some of the union leaders said that the officials should exert pressure on the Centre for speedy bifurcation of the corporation.
