Guidelines issued for Village and Ward secretariat certificate verifications

Amaravati: The selected candidates of Village and Ward secretariat have to report on 1 & 2 October for induction and training. However, 15 days maximum time period will be given to candidates for joining the posts from the date of issue of appointment letter, informed the Commissioner for Panchayat Raj and Rural Development Girija Sankar during a teleconference with District Collectors and other officials on Monday.
He informed that the merit cum preference exercised by the candidate shall be taken as criteria for shortlisting of candidates under Category I/II A/II B posts. The preference options as exercised by candidates at the time of submission of application is 'final'.
He said that a team consisting of the officers, staff well acquainted with service matters from 4 departments related to Category I including Panchayat Raj, MAU&D, Social Welfare and Home should sit together and prepare the list of shortlisted candidates as per merit and preference exercised by them.
Similar teams may be constituted with respective departments for Category II A and II B posts. As per the latest Supreme Court guidelines and as per GO 63 (GAD) Dt 17.4.2018, there shall be 33 1/3 per cent reservation to Women horizontally. If adequate number (33.33% of that social category posts) of women candidates are found eligible in 'general' roster points based on merit of respective categories (among OC/BC/SC/ST), there is no need to specially allocate separate roster points for women or reservation for women will be to the extent of the shortfall.
ST posts reserved in Scheduled Areas should be filled with local tribes only as per the notification. To facilitate this permanent addresses of the ST candidates is being shared with Collectors.
The Preference options exercised by candidates for the following will be sent to all District Collectors by APCFSS. Category I (Panchayat Secretary, Mahila Police, Ward Admn Sec, Welfare Asst), category II A (Engineering Assistant (Gr.II) 2) Ward Amenities Secretary), category II B (VRO, Survey Assistant). The District Collectors shall shortlist the candidates as per vacancies notified and fix the schedule the verification of certificates, Girija Sankar directed.
The Verification dates are flexible and can be fixed on 24th - 26th September 2019 in a staggered manner. The Grama Sachivalayam website will generate the Candidate wise call letters based on the venue details and time slot inputs by District Collectors and will be sent as an email to candidates shortlisted.
The candidates will be informed by SMS & email about the certificate verification date and time. The candidates can also download the call letter from the Gram Sachivalayam Website using Hall Ticket Number and Date of birth.
The candidate has to upload the certificates and also fill 'antecedent's verification form' in Gram-Sachivalayam Website. The candidate has to download the uploaded certificates from the Gram Sachivalayam Website and carry two sets of photocopies along with originals to the verification centre without fail. Such printed copies of certificates will have the hall-ticket no.
After verification of the certificates and credentials of the candidates, appointment orders will be issued by the District Collector and the Chairman District Selection Committee by 28 or 29 September. The selected candidates have to report on 1 or 2 October for induction training. However, 15 days maximum time period will be given to candidates for joining the posts from the date of issue of appointment letter, informed the Commissioner.
