Hyderabad: Director of Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), Andhra Pradesh, on Monday, acknowledged that a portion of funds allocated under the scheme were being siphoned off by local bureaucracy, and advocated the need for drafting third party, independent monitors to ensure proper utilisation of money.
Speaking at a seminar ‘The Role of NREGA in Rural Development’ at the Inigo Hall, Loyala Academy, MNREGA Director Dr Karuna Vakati said that Rs 30,000 crore was being spent on scheme every year by the government and social auditing was unable to curb any misappropriation of funds. “More financial commitment is required and governance will have to improve enormously,” she said.
She termed the MNREGA as a lifeline for the rural people, and the relation between farmers and labourers was altered and the agriculture pattern was also changed due to the implementation of this act.
The essential feature of this legislation which separates it from any other public service provisioning scheme is its enactment through the Parliament of India, she added.
“The main objective of MNREGA is not only to provide 100 days of employment to the rural people but also to provide livelihood security, durable and sustainable assets to the villages,” the director said.
