Hyderabad: The State government on Friday tabled a 69-page note providing information on state finances, education and employment, the position of wage and means and details of irrigation project and power.

This information was sought by the Seemandhra MLAs as a pre-condition to agree on a discussion on the draft T Bill. This note, however, does not include information like the statement of objects and reasons financial memorandum. The information provided by the government was taken from Sri Krishna Committee Report. A letter written by the Union Home Secretary Anil Goswami explaining why the statement of reasons and objectives, the notes on clauses to be appended to the statement of objects and reasons, financial memorandum etc was not incorporated in the draft bill was also sent along with the note.

The letter said, “The information received from various Ministries, other stakeholders and from the Government of Andhra Pradesh has not been compiled into any single document. This information has, however, been utilised in the preparation of the report of the Group of Ministers’ constituted by Union Cabinet and this report is not available in the public domain”. Goswami indicated to the members to utilise the information available in Sri Krishna report. Goswami said that the four items on which information had been sought were not integral part of the draft bill; otherwise they would have been so included. “It is still a draft bill and is awaiting clause-by-clause comments of the legislature as mandated by Article 3 of the Constitution”, he said.
