New Delhi: Union Rural Development Minister Jairam Ramesh on Monday dismissed the controversy over the Telangana Bill and Draft Bill, saying there is only one Bill and there is no other Bill. Under the Constitutional process, it is first sent to the State Assembly for its views and once it comes back, after firming it up, the same is taken to Parliament for passing it. What is presented in Parliament is no different, except that there may be some amendments. He saw no reason for any controversy over what is now being termed as the Telangana Bill and Draft Telangana Bill.

Jairam Ramesh regretted that there was a lot of negative propaganda in this regard. Some people may have fundamental issues and differences of opinion on the clauses of the Bill, but to say that the Bill itself is faulty is not a correct view, he said. Interacting with the media on the sidelines of a function, Jairam Ramesh said sarcastically that he is not well-versed in the Constitution. He said that under Article 3 of the Constitution, the power for re-organisation of States and creation of new States is vested in the Central Government. The State Government does not have any role in it.

The Draft of the Bill, he said, was prepared by the GoM, which was vetted by the Union Law Ministry, approved by the Union Cabinet and then forwarded it to the President. In turn, the President forwarded the Bill to the Andhra Pradesh Assembly for its views and not acceptance.
