Hyderabad: The row between Chief Minister N Kiran Kumar Reddy and Governor ESL Narasimhan took a new twist over the nomination of MLCs under Governor's quota on Tuesday.

The Chief Minister sent the MLCs file again to the Governor with detailed notes, including AP High Court judgment, seeking his stamp of approval for the names recommended by him.

It may be recalled that he had sent a file to Governor with the names of four members -- Ratna Bai, Nandi Yellaiah, K Satyarayana Raju and Raghurami Reddy -- for nominating them to AP Legislative Council under Governor’s quota. But, ESL Narasimhan cleared the first three names and rejected Raghurami Reddy. Sources said the Governor rejected the name of Raghurami Reddy because there was no clearance from the high command for the name. Kiran Reddy, who received the file, had not signed it. Further, he returned the file to the Governor attaching previous legal cases pertaining to the validity of recommendations made by him.

The Chief Minister said the recommendation made for four MLCs to be nominated by the Governor was in accordance with Article-171 (3) (E) of the Constitution of India.

To make his point Kiran enclosed the AP High Court judgment copy – WP No 32542 of 2011, dated October 5, 2012 - on the case of V Venkateswara Rao vs State government where High Court after going through the entire gamut of law had given its judgment.

Even when the said matter was referred to the Supreme Court it upheld the said High Court order, said the Chief Minsiter and hence urged the Governor to nominate all four members.

Kiran said that the Governor gave clearance to nominate only three members out of four. As the recommendations were made cumulatively for four persons, it could be in tune with the constitutional provision and the orders by the AP High Court and other courts that all four names be cleared and nominated.
