Hyderabad: The Union Cabinet which met in New Delhi on Sunday directed the Planning Commission to implement its decision according the special category status for five years to the successor State of Andhra Pradesh comprising 13 districts.

Stating this at a media conference after the Cabinet meeting which lasted over two hours, Union Minister for Rural Development Jairam Ramesh said that the Commission was given this direction since it was the administrative body concerned to implement the decision. He said the special category status was meant for the purpose of giving central assistance, which would be routed through the Planning commission. Another major decision of the Cabinet is to amend the AP Reorganisation Bill 2014 which was passed by the Parliament recently to facilitate smooth and full resettlement and rehabilitation as part of the Polavaram multi-purpose project.

He said that under this amendment, mandals of Kukunoor, Velerpadu, whole of Burgumpadu minus seven villages of Pinapaka, Marampalli Nagineniprollu, Krishna Sagar, Tekkula, Sarapaka, Motepattinagar, Uppusaka, Nakli peta and Sompalli, part of Palavancha revenue division in addition to Chintoor, Kunavaram, V R Puram and Bhadrachalam except revenue division of Bhadrachalam would be transferred to the successor state of Andhra Pradesh. However, Bhadrachalam town and the Rama temple would be part of Telangana state. The Minister said that this would enable the government to give land-for-land to the displaced persons under the project area. He said the project would be executed by the Central government. With this, the project area as well as the areas to be submerged would be part of Andhra Pradesh.

Jairam said the Cabinet also decided to remove the ambiguity in the Bill in regard to sharing of power. He said according to the Bill, power from generating stations would be allocated in both the States, based on actual consumption of energy during last five years.

This had created some confusion among the people in Telangana and Seemandhra. Hence, the Union Cabinet decided that only 15 per cent of the unallocated power would be distributed between the two States, based on actual consumption in last five years. The remaining 85 per cent will be distributed on the basis of Gadgil formula based on population through NTPC.
