AP CM Chandrababu NaiduHyderabad: Andhra Pradesh Chief minister N Chandrababu Naidu on Wednesday unveiled his vision to achieve the status of ‘surplus state’ in power sector by adopting efficient measures in power generation, transmission and energy conservation in domestic, agriculture and industrial sector.

Releasing a white paper on ‘power sector’ - a comparative performance of the government in strengthening the power sector from 1996 to 2004 ( TDP rule) and 2004 to 2014 ( Congress regime) at a press conference here, Naidu said, “ The power sector was completely ruined in the last 10 years.
The reforms he had introduced to strengthen the Energy sector were derailed due to the negligence of the previous government and it resulted in the power sector getting paralysed.

He said his government which had taken over recently had taken immediate short term measures to revive the power sector and had succeeded in reducing the power shortage from 25 MU to 16.6 MU in less than a month’s time. Naidu said the immediate major challenge before him was to revive the power sector by bringing in reforms. The government was also purchasing power from other states to meet the increasing demand. He said consultations with the Tamil Nadu government were in progress to buy 300 mw and it would materialise soon.

The white paper said that a Solar Park would be set up in Seemandhra as part of the promotion of renewable energy projects. He said the establishment of power projects in the private sector would be given priority besides streamlining Transmission and Distribution ( T & D) system and increase the Plant Load Factor (PLF) of the existing thermal projects. A request was also made to the Centre to help replace the 13.50 lakh conventional pump sets in the farm sector with the energy efficient
equipment.

Referring to the scrapping of the PPAs entered by the APGENCO with the power utilities in both Telangana and AP, the Chief Minister said PPAs become effective only when the APERC (Electricity Regulatory Commission) gave its consent. The PPAs which are not approved are treated as null and void.

He said in view of the objections raised by the Telangana government a Committee headed by Joint Secretary of the union Power ministry was constituted to look into the matter. As far as the AP government was concerned, there was no question of going back in cancelling the unapproved PPAs.
