According to sources, the committee wants to hold consultations with both the government in regard to the option clause that is to be incorporated in the proposed guidelines.

Though normally giving option to employees is a routine matter, in this case it is feared that it could lead to imbalance in the staff structure. The reason is that the Andhra Pradesh government has decided to increase the retirement age. If more people give the option for Andhra cadre, it could create fresh problems.


Under normal circumstances, the employees who have less than one year to retire or the cases of women who give option on health grounds are generally considered on top priority. Now that the AP government has increased the retirement age, what would happen if more people who have less than one year to retire opt for AP cadre is what has been bothering the Kamalanathan committee. Hence, the committee which was to upload the guidelines by Friday on its website had postponed the decision.
