Hyderabad: The Andhra Pradesh State government is all set to promulgate an ordinance giving effect to the establishment of the Capital Region Development Authority Act, by the end of November. According to Municipal and Urban Development Department sources, a team of retired senior officials has been working on the preparation of the Draft Act, which is almost ready, and can be brought before the cabinet ‘any time’ after November 14.

The officials have been asked to ensure that the proposed Act does not miss out on the finer aspects in the functioning of the existing urban bodies. The government reportedly decided to speed up the process of the capital as the Centre too has asked it to come up with its action plan.

Speaking to the Hans India, a senior official said that “the Act would be on the lines of the Hyderabad Metropolitan Development Authority Act 1975. But, at the same time, it would be a step ahead of HMDA Act, with features giving it its own identity”.

The proposed CRDA Act will replace the existing Vijayawada, Guntur, Tenali, Mangalagiri Urban Development Authority (VGTMUBA). The proposed Act will make provisions for the green code for the building construction activity in the CRDA region. Besides, officials were also reportedly exploring, whether the rules relating to earthquake resistance should be included in the CRDA Act. Vijayawada region falls under the Seismic Vulnerability Zone III. The government is also examining if the new capital region would require the approval from the National River Conservation Directorate (NRCD).

Sources said that the capital town plan has a provision to leave enough space as buffer zone, and it would not in any way meddle with the river margins. Hence, it may not require approval from the NRCD.
