Motion of thanks to Governor’s address in Assembly

Hyderabad: Protests, allegations and counter-allegations between the ruling and the Opposition members marred the third-day of the Andhra Pradesh Budget Session here on Wednesday. Notwithstanding the clarification given by Speaker Kodela Sivaprasada Rao that no adjournment motion can be moved when the House was discussing motion of thanks to the Governor’s address, YSRCP members trooped into the well and staged a protest for the third consecutive day demanding that their adjournment motion on creation of jobs be taken up.

As the members refused to go back to their seats despite repeated appeals by the Chair and an assurance that he would permit discussion it they come in a different form, the House was adjourned for five minutes. Even after the House resumed, the YSRCP members and the leader of Opposition frequently clashed with the Speaker. Leader of Opposition Y S Jaganmohan Reddy charged the Speaker with behaving like a TDP member. He said the Speaker cannot decide who should speak what.

Reprimanding Jagan, the Speaker said it was the responsibility of the Chair to protect “the interests of the state and people, and parties do not matter to him.” He also cautioned the member from making repeated baseless and false allegations f not giving mike to him.

Reacting to the behavior of Jagan, Chief Minister N Chandrababu Naidu said that it was for the first time that he was seeing an Opposition leader who did not speak on the motion of thanks to the Governor’s speech. A peeved Jagan said the TDP and the Chief Minister need to learn the rules.

There are precedents where the leader of the Opposition could choose to speak either on the budget or on the Governor’s speech. It was YSRCP’s Dhone MLA B Rajendranatha Reddy who stole the show with his systematic presentation and taking pot shots and anecdotes at the ruling party while speaking on the motion of thanks to the Governor’s address that made members to burst into peals of laughter.
