Problems aplenty for TS govt
The Telangana State government is facing a new problem with top officials in various departments (HoDs) are not bothered to implement the circular to repatriate employees of local, district, zonal and multi-zonal cadres of one state working in the other state post-appointed day (June 2, 2014).

Hyderabad: The Telangana State government is facing a new problem with top officials in various departments (HoDs) are not bothered to implement the circular to repatriate employees of local, district, zonal and multi-zonal cadres of one state working in the other state post-appointed day (June 2, 2014).
The Chief Secretaries of both Telangana and Andhra Pradesh issued a common circular memo to all Heads of Departments of Andhra Pradesh and Telangana states in this regard on April 7. While AP HoDs straight away enforced the orders and repatriated Telangana employees (from Zone 5 and 6) working in their offices, it is not the case with various HoDs of Telangana government.
Employees from Zones 1 to 4 of Seemandhra region, who have secured postings in Hyderabad via deputation and other means and presently working in Telangana government, are yet to be repatriated. Some of these posts (below the state cadre) include First Gazetted rank, Superintendent, Upper Division Clerk (UDC) and Lower Division Clerk (LDC).
While the inordinate delay in division of state cadre employees by Kamalanathan Committee has created plenty of problems for Telangana government since it is waiting for final allocation to issue job notifications and regularise contract employees, the fresh issue has added to its woes.
According to Telangana employee unions, the circular clearly specifies local cadre employees belonging to state of Telangana stand to be allotted to Telangana and likewise, staff hailing from the successor state of Andhra Pradesh should be sent to respective state.
However, due to biased attitude of a few HoDs and officials holding the number 2 rank in various departments such as Municipal Administration and Urban Development (MAUD), Ayush, Forest and Labour, these directions have remained just on paper. While the number of Telangana native persons working in 142 departments of Hyderabad was in hundreds, the number of natives of Andhra Pradesh posted in Telangana departments was in thousands, they pointed out.
The Telangana Gazetted Officers Association leaders feel that Seemandhra connection of the top officials was hampering the repatriation process. Majority of them are ‘settlers” who claimed Telangana nativity by virtue of four years of study in the region or got postings here because of ‘order to serve’ and other reasons.
They are showing soft corner to staff below the state cadre and belonging to zones 1 to 4, employee leaders alleged.Meanwhile, Telangana employees unions will be meeting Chief Secretary Dr Rajiv Sharma to complain to about the biased attitude of top officials of some departments. Also, they have decided to launch protests in respective offices to ensure orders are strictly implemented.
