The State government has cleared a proposal to establish Special Juvenile Police Units and designate Child Welfare Police Officers at all police stations in the State. An order to this effect was issued on Thursday, giving effect to Section 107 of the recently-amended Juvenile Justice (Care and Protection of Children) Act, 2015, the government said.

Accordingly, the Station House Officers in all the police stations in the State would be designated as the Child Welfare Police Officer. The Additional Superintendent of Police (ASP) in the districts and Deputy Commissioner of Police (DCP) or Additional Deputy Commissioner of Police (ADCP) in urban District and City Police Commissionerate’s would act as the head of Special Juvenile Police Unit (SJPU).
The order said that the Act mandates the government “to create Special Juvenile Police Units (SJPU) at the District Level and appoint Child Welfare Police Officer (CWPO) at the Police Station Level.” This was to perform duties under Juvenile Justice (Care and Protection of Children) Act, 2015, while dealing with juveniles, who are in conflict with the law and juveniles, who are in need of care and protection, it said.
Following this, the government has designated all the ASPs, DCPs, and ADCPs as the head of Special Juvenile Police Units under the direct supervision of the respective Unit Officers in districts. Also, Joint Commissioners, Deputy Commissioners of Police (Crimes), SHOs, Sis of all the police stations including the Railways in the State have been designated as the Child Welfare Police Officers, it said.
It further asked the State Director General of Police to take steps and create child-friendly environment in all the SJPU in all the police stations with the much-needed infrastructure facilities. For this, the CWPO should also be given necessary training and orientation to safeguard the Rights of Children as per the new Act.
This could be taken up in coordination with the Department of Women Development, Child Welfare and Disabled Welfare and Department of Juvenile Welfare, Correctional Services and Welfare of street, Children, the order pointed out.
