Despite slowdown of global growth, Andhra Pradesh had registered a high growth rate of 10.9 percent and this has been accomplished in the face of adverse legacies of the past that continue to haunt the present.

But a look at Budget at glance indicates that there has been a decline in budget estimates for various sectors in terms of percentage and by the time the Revised Estimates would come it may further decline. As far as agriculture and allied services are concerned the allocation for 2015-16 as per the revised estimates was 40.65 percent. But the budget estimates indicate that the allocation for 2016-17 is only 32 percent.

The allocation for rural development as per the budget estimates 2016-17 is 6.25 percent as against revised estimates of 6.82 percent in 2015-16. There has been an overall increase in the allocation of irrigation sector, but in terms of percentage there is a decline from revised estimates of 7.92 percent in 2015-16 to 5.88 percent as per the budget estimates of 2016-17. Similarly, energy which is again a key sector for the government there is a decline in budget estimates.

While the revised estimates of 2015-16 indicate allocation of 4.29 percent , the BE for 2016-17 show that is just 2.94 percent. The transport sector too shows a decline from 2.90 RE of 2015-16 to 2.46 BE 2016-17. However, social service sectors like general education have shown some increase.

In general education, the allocation as per revised estimates 2015-16 was 14.5 percent while the budget estimates for 2016-17 is 14.6 percent. Interestingly, there is significant increase in urban development. While it was just 1.79 percent as per revised estimates of 2015-16, the budget estimates for 2016-17 show an allocation of 3.49 percent.
