AP Assembly gives another chance to Roja to apologise

Hyderabad: The Andhra Pradesh Assembly on Monday passed a resolution providing for the revocation of suspension against Nagari MLA R K Roja if she appears before the Privileges Committee and apologises for the objectionable remarks she had made on the floor of the House against the Chief Minister and some other members in December 2015.

This development assumes importance as Roja had approached the High Court and filed a contempt of court petition, while the Assembly secretary filed a petition before the division bench seeking stay on the judgement of single judge giving interim stay on Roja’s suspension.

The state Assembly which discussed the report of the Privileges Committee for over four hours on Monday adopted the recommendations of the committee which recommended stringent punishment to her. The Assembly felt that the suspension should continue till Roja offers an apology.

The committee it may be mentioned here had pardoned YSRCP MLAs Chivireddy Bhaskara Reddy, K Sreedhar Reddy and Jyothula Nehru, as they had expressed regret over their remarks made on the floor of the House. The privilege committee which also found fault with another YSRCP MLA Kodali Nani said that it was for the House to take a decision on Nani. The Assembly on Monday made no decision in the matter.

The Assembly found fault with Roja for not appearing before the Privileges Committee even once, though she was sent notice four times. Before putting the resolution to vote, Speaker K Sivaprasada Rao said one way to sort out such issues was to offer an apology and avoid controversies. But, it seems some members have adopted a collision course which is unfortunate, he added.

The Speaker said that the main opposition did not attend the House though their presence could have made the discussion on the recommendations of the Privileges Committee comprehensive. He said the legislative wing was formed through the Constitution, just as the other wings of the state were.

Each of these wings has its own domain to function, with respect for each other and by not encroaching upon other's jurisdiction. Hence, the House should uphold its supremacy while reviewing its own functioning and at the same time respecting other Constitutional entities, he added.
