​Hyderabad: The Central government reportedly expedited the process of resolving the nativity issue following the request made by the Andhra Pradesh government.

According to sources, the nativity issue gained momentum ahead of the State government’s move to shift its administration from Hyderabad to Amaravati. The Union Home Ministry earlier gave its comments and sent the same to Prime Minister Narendra Modi. In turn, the file was sent from PMO to President Pranab Mukherjee for his assent on Tuesday.

“The State government is expecting that the President would give his assent within a week or 10 days, much ahead of the employees shifting from Hyderabad to Amaravati, beginning from June 27,” a source said. The Centre’s action has come against the backdrop of Chief Minister N Chandrababu Naidu’s letter to Union Home Minister Rajnath Singh on October 10, 2015.

In his letter, the Chief Minister sought suitable amendments to the Presidential Order for considering the extension of benefit of local status to the children of government employees and others, who does not fulfil the criteria as laid down and become non-locals in terms of existing definition of Presidential Order, meant for both education and employment on shifting from common capital of Hyderabad to that of Amaravati, the new capital of Andhra Pradesh.

Further, Naidu had pointed out that bifurcation of the State has created an unexpected dimension forcing the people to move to the residuary state of Andhra Pradesh. The Presidential Order mandates local status on the basis of minimum four years of study or stay in a particular area.

Hence, the children of families, who shift to Andhra Pradesh during this period will not be having four years of study or stay from the date of shifting. This will lead to a disadvantageous position for such people, as they will not only lose local status in Hyderabad or other parts of Telangana, but also will not have local status of the residuary state of Andhra Pradesh.

Hence, the State government asked the Centre to grant local status to the candidates, who migrate to any part of Andhra Pradesh from Telangana after bifurcation within a period of three years from the date of bifurcation of the State on par with other local candidates, as per the guidelines issued by the Government of Andhra Pradesh.

Acting on this, the Union Home Minister, earlier, sought certain clarifications from the State and the State government sent its report to make suitable amendments to Article 371(D), sources in the government said.
