Visakhapatnam: RTI activist and State Coordinator of Public Forum Kandregula Venkata Ramana lodged a complaint with the RTI State
Commission and the State Technical Education wing questioning the status of payment of long pending Pratibha cash awards for 2014-15
to the toppers of Polytechnic course across the State. Hence, the government coughed up Rs 88.40 lakh for presenting the awards.

Informing this to The Hans India here on Saturday, Venkata Ramana said that the Commissioner of Technical Education has issued an
order on May 28 to this effect directing the district nodal officers to make necessary arrangements for presenting the cash awards.

He said that the Department of Higher Education (Technical Education dept) has issued GO RT No. 518 dated November 7, 2015 declared
Pratibha awards for those students, who excelled in Polytechnic course in 2014-15, with cash award of Rs 20,000, a medal, a tab and a
merit certificate.

The government has organised the awards presenting function in Tirupati on November 14, 2015 on a grand scale for which all the 442
selected candidates attended with their parents.

Venkata Ramana alleged that the government has disappointed the merit candidates by presenting only certificates by promising that
the cash award and the tabs will be given in due course to all the candidates.

The government has also forgotten to mention the name of former President of India Abdul Kalam anywhere in the merit certificate even
after the awards were announced in the name of Abdul Kalam, he pointed out.

The State Coordinator of Public Forum said as there was no response from the government for presenting Pratibha cash awards, he was
forced to question the office of Commissioner of Technical Education by submitting an application on February 2 and March 3 this year
using RTI Act.

After waiting for its reply till May, a complaint was lodged with the RTI State Commissioner and also to the State Higher Education
Department on May 24, hence the government has released Rs 88.40 lakh for payment of cash awards of Rs 20,000 each to all the 442
candidates across the State.
