Amaravati: Though the amount of funds to Andhra Pradesh from the Centre has increased by 51.57 per cent through the Central schemes compared to last year between April and November, the state has lagged behind in spending the funds, especially concerning to special development package for backward districts. Funds have also been in pending relating to capital construction due to non-submission of utilisation certificates to the Centre.
According to sources, the Centre released Rs 16,218 crore between April and November this year which is 51.57 per cent higher than the funds released during same period of last year. The Centre had released Rs 10,700 crore between April and November in 2016. The state drew Rs 3,106 crore in November itself this year.
The state has drawn Rs 8,932 crore from 45 major Centrally-sponsored schemes this year, compared to Rs 6,992 crore in the same period last year with an increase of 27.75 per cent. Out of the total national release of Rs 1,61,444 crore under the 45 schemes, Apr share is 5.53 per cent. Similarly, out of the total allocation of Rs 13,034 crore for 45 schemes for financial year 2017-2018, AP has already drawn 68.53 per cent.
Of the Rs 3,160 crores drawn by the state in November, the share of state relating to customs and other taxes is Rs 2,075 crore. Besides, amount for post-devolution revenue deficit grant is Rs 369 crore, Pradhan Mantri Krishi Sinchayi Yojana is Rs 213 crore and Pradhan Mantri Gram Sadak Yojana is Rs 225 crore. The Centre sanctioned four additional centres NEET PG-2018 and identified Sports Complex at RINL Land in Vishakhapatnam in 110 acres.
However, the state government has not spent the amount which was released by the Centre under special development package for backward districts. Officials said the amount needs to be spent to claim an additional amount of Rs 350 crore from the Centre.
Besides, utilisation certificates from earlier years have been in pending with the state pending release of Rs 450 crore for support for APCRDA. The state government has also to build a compound wall for IIIT, Kurnool, which needs to be constructed earliest.
Meanwhile, of the 45 major schemes, state has performed best in nine schemes, including health and medical education and Swachh Bharat Abhiyan-rural, by drawing equal or more than the allocated amount for the year.
The state has also performed best in the country in three schemes: Pradhan Mantri Krishi Sinchayi Yojana (state’s share is 16.46 per cent of total all-India release), education of ST students (11.04 per cent) and Rashtriya Uchchatar Shiksha Abhiyan (11.69 per cent).
But, AP received less than 5 per cent of the total national release in 27 schemes comparing with Telangana, Tamil Nadu, Karnataka and other nine states.
The Centre has put on hold Rs 299 crore due to non-submission of utilisation certificates (UCs) for 13 schemes for more than 12 months. For four schemes, Rs 18 crore is in pending and Rs 133 crore is in pending for eight schemes for the last six months.
