Dr Venkanna, Hyderabad Clues Team, in his report, said it was a pure case of mishandling the detonators by unskilled and untrained workers which triggered the blast on Monday afternoon.

Moreover, the police said the workers, who died or suffered grave injuries in the blast in DF- 1, a finishing unit for detonators’ fuse cords, did not use any safety gear. “It appeared they were temporary workers without any technical knowledge about handling chemicals,” a police officer said, Experts are also of the opinion that the Explosives Act needs to be amended to make it more effective.
They also felt that unskilled, untrained and poor workers often become victims of fire accidents as they are unaware of safety aspects and often get messed up with management’s ugly tactics.
“Lack of supervision of the unskilled workers in handling ‘volatile’ detonators caused the blast at IDL,” experts said, adding that though the company states that the energetic division of the unit employs well-qualified, trained and experienced team of engineers, the explosives division faced similar instances of blast in the past.
The Hinduja group-owned Gulf Oil India was merged with Hyderabad-based IDL Industries, which was engaged in manufacturing commercial explosives, in 2002. IDL Industries was later renamed as Gulf Oil Corporation Limited. Meanwhile, Kukatpally police registered a case against the management under Sections 304A, 337 and 338 of the IPC.
