New Delhi: The Delhi High Court Wednesday pulled up the city's civic agencies for "pumping toxins" in the blood of people in the national capital by letting "black drains" merge into the Yamuna river.

The remark by the bench of justices Badar Durrez Ahmed and Siddharth Mridul came while observing certain photographs placed before it by a south Delhi resident alleging dumping of building debris and toxic material by the Public Works Department.
The court said the Delhi government and civic bodies, including the Municipal Corporation of Delhi (MCD) and the Delhi Jal Board (DJB), have failed to come up with any feasible plans to tackle the problem of water-logging.
Observing the Google map of the area, the court said drains were looking black in colour and asked about the plan for cleaning toxins in the water.
"Rivers are like arteries. Instead of blood, you are pumping toxins in the body of people," the court said.
It asked the civic agencies how long they will take to frame the master plan for drainage in the capital.
The court was also irked by the absence of DJB officials and directed the department to come with the concerned officials on the next date of hearing Nov 19.
