HMDA fails to meet deadlines

“The projects you undertake remain pending, they take years, you are not completing them,” said a farmer at one of the HMDA’s meetings. And it is the harsh reality.

Hyderabad Metropolitan Development Authority (HMDA) is a big brother to all the other civic bodies. The reason for its constitution five years ago in 2008 is to change the face of the city as a whole. From its inception the HMDA took projects like construction of flyovers, laying of roads and de-silting of lakes. HMDA has also taken prestigious projects like Outer Ring Road (ORR) works, PV Narasimha Rao Expressway, Kukatpally Road Over Bridge (ROB) and Hussain Sagar Catchment Improvement Project (HCIP).

Out of these in the past five years it has managed to complete only the Kukatpally ROB, the other projects are still going on.

Outer Ring Road: ORR works that were started in 2005 were taken up by HMDA after its inception. The works are supposed to be done with by November 2012, but at a review meeting with the Municipal Administration and Urban Development (MAUD) department, HMDA officials have promised to complete the works by December 2013. But looking at the status of the works, meeting the deadline is near impossible. The ORR works are undertaken with funds from Japan International Cooperation Agency (JICA) and as long as the project keeps on postponing the HMDA authorities have to keep on paying interest to JICA. This is an added burden to the cash strapped HMDA.

PVNR Expressway: The Expressway has been in use from a long time but the project hasn’t been completed yet. Apart from the Expressway, there are six ramps that connect it from other roads constituting the project. And out of the six, four are completed with the construction of ramps at Aaramgarh and Lakshmi Nagar pending. The works at Lakshmi Nagar hasn’t started yet. Sources at HMDA said that the land which was selected for the works is under legal dispute.

HCIP: De-silting works of Hussain Sagar and improvement of the catchment area works were undertaken by HMDA in 2008 and the dredging works are still going on. Experts feel that the dredging will go on unless the authorities will stop the effluents from the Kukatpally nala to enter the Hussain Sagar waters.
