At least 31 people, including government soldiers, were killed on Sunday in a car bombing in central Syria, reported a pro-opposition group, even as plans for a peace talk inched forward.

The bombing targeted a security checkpoint in the province of Hama, added the Britain-based Syrian Observatory for Human Rights.
The news came as Arab League head Nabil al-Arabi said November 23 had been set as the date for a new international conference aimed at ending Syria war.
“It has been decided that the Geneva 2 conference will be held on November 23,” Mr. al-Arabi told reporters following talks in Cairo with the UN-Arab League envoy on Syria, Lakhdar Brahimi.
However, Mr. Brahimi said the final date for the conference had yet to be officially set.
