Mr Fabius first intended to retain the leading of COP21 until next November, in order to carry on this major agreement on global warming reached in December in Paris. In November, the baton is to be passed on in COP22 held in Marrakech (Morocco). Meanwhile, a few formalities need to be met, particularly the signature of the U.N agreement in New-York on April 22.

But lately, this choice began to be regarded as polemical in France, including within the French government, concerning it being consistent with Laurent Fabius's future position as the head of the Constitution Council. "Neither the presidency of U.N COP nor the presidency of the Constitution Council deserve such a level of controversy", says the former Minister entourage.

On Friday, Minister of Environment Segolene Royale called for "clear rules" regarding Fabius's holding of both presidencies.
