Meanwhile, Industry, Mines and Parliamentary Affairs Minister Prakash Mehta, senior Bharatiya Janata Party (BJP) leader Vinod Tawde and Maharashtra Director General of Police (DGP) Sanjeev Dayal also paid tribute at the Memorial.
Earlier on Wednesday, Prime Minister Narendra Modi had saluted the security personnel who laid down their lives protecting others during the terror attacks and also paid tribute to the victims and martyrs.
"We remember the horrific terror attacks in Mumbai on this day in 2008 and pay homage to the innocent men and women who lost their lives. We salute the brave security personnel who laid down their lives to protect several lives on that fateful day. They are our true heroes," Prime Minister Modi had tweeted.
"Today is a day to reaffirm our commitment to work together to combat the menace of terror and uproot it from the face of humankind," he added.
Memorial services would be held at Chhatrapati Shivaji Terminus, Taj Mahal Palace Hotel, Oberoi Trident, Jewish Chabad house and Leopold cafe.
"I pay homage to the brave policemen who fought for Mumbai's safety and laid down their lives for us on 26/11. We are proud of them and we will strive hard for safety and security of our state," said Chief Minister Devendra Fadnavis could not attend the commemorative meeting as he is scheduled to attend various functions to be?presided by President Pranab Mukherjee in Pune and Wardha in the state later on Wednesday.
The chief minister in his message said, "We will strengthen police force with better equipment. It is out priority."
Besides this, homage would be paid to the victims and martyrs at schools, colleges and other installations across city.
At least 166 people were killed and 293 injured when ten Pakistani terrorists struck at various locations in Mumbai simultaneously. The lone terrorist Ajmal Kasab who was captured alive during the attacks was hanged to death after trial on November 21, 2012.
