Defence expert Major General (Retd.) P.K. Sehgal on Monday dubbed Union Defence Minister Manohar Parrikar\'s comment on the implementation of \'One Rank One Pension\' scheme to be extremely insensitive and arrogant.

He said it is a very strange statement from a very mature politician, who has been a very successful Chief Minister of Goa earlier.
"The previous Parliament of India has accepted the definition of One Rank, One Pension. Now, what you are giving is not what we have been demanding. You are giving One Rank, Five Pensions. The Supreme Court has categorically stated that no junior would ever be allowed to get pension or a salary higher than that of a senior," Major General (Retd.) Sehgal said.
"If implemented the way it has been announced, at least 50 percent of the juniors will get pensions higher than that of the seniors which is contrary to the judgment of the Supreme Court and contrary to the principles of the natural law. Nowhere in the world is this accepted," he added.
Rejecting objections against the One Rank, One Pension scheme for army veterans, Parrikar today said that it is impossible to satisfy everyone.
"Look, we have fulfilled the main one rank one pension demand including the VRS. This is a democracy and one has the right to put forth their demand, but they can't expect it to be fulfilled every time. You fulfil one demand and another one springs up," Parrikar told reporters here.
However, he added that the commission will look into any remaining problems even though the basic, core issue has been addressed.
The government had earlier notified the implementation of the OROP scheme that will guarantee equal pension to military personnel retiring at the same rank with the same length of service, regardless of the date of retirement.
The notification, however, failed to impress veterans are continuing with their agitation.
The government had on Saturday formally notified the One Rank, One Pension scheme for over 24 lakh ex-servicemen and six lakh war widows in the country.
