Hyderabad: Though it is mandatory that buyers of pre-owned taxis and auto-rickshaws must ensure that the ownership of the vehicle is transferred in the name of the new buyer, unfortunately 80 per cent of the second-hand buyers do not care to change the ownership.

At present, around 12,000 cabs and 50,000 auto-rickshaws are functional in the city. Around 80 per cent of auto-rickshaws are pre-owned ones or used by four or five owners. The police and RTA authorities, who conducted a massive search after the Uber incident, came across the fact. “In case of resale of a vehicle, a Transfer Order (TO) should be obtained in less than a month of purchasing the vehicle, but it is not happening.

Vehicles driven without correct documents will be seized. It will be released only after the owner appears in person,” said a senior police officer attached to the Traffic Division. He also recalled that there were umpteen incidents of seized vehicles involved in antisocial activities or road mishap being used by four or five owners. But the vehicles continue to be registered in the name of its first owner.

“This makes detection of crimes tougher as well as the culprit. It is the responsibility of both the buyer and the seller that the ownership is changed instantly. Otherwise, the first owner is questionable if any untoward incident happens and he gets court summons in his name,” he said.
